Terms of Reference:

The objectives of this assignment were 1) to advise the Hong Kong authorities with regard to the Daya Bay Contingency Plan, and 2) provide guidance and assist with planning for exercise of the Plan scheduled for May, 1993.

Background Information:

This effort was related to assistance previously provided by this expert for developing and exercising the Daya Bay Contingency Plan. On three prior occasions (17 November 3 December 1989, 29 June 14 July 1990, and 10 November - 27 November 1990) this expert had provided assistance to the Hong Kong Government in developing the Daya Bay Contingency Plan, then preparing and conducting the first exercise (Exercise Pennant, 22-23 November 1990) of that Plan.

Work Programme:

The expert departed from Pasco, Washington at 1010 local time on Saturday, February 13, 1993 and arrived in Hong Kong at 2300 local on Sunday, February 14. He was met at Kai Tak airport by a representative of the host government's Security Branch and transported to the Park Lane Hotel, Causeway Bay, where lodgings had been arranged by the host.
