LUNCH WITH CHINESE EMBASSY

Warwick Morris and I lunched Counsellors Hu Chuanzhong and Zhang Zhimin on 11 February. The following subjects came up.
TIBET
"
2. Hu said that he understood that the Dalai Lama would be here
later this year. He was no longer a religious figure but entirely political, a "splittist etc. The Chinese hoped that he would not be coming. They had also been unhappy about the International Lawyers' Conference on Tibet in January. We
replied appropriately. I put down a marker that, if the Dalai
Lama's visit were confirmed, it was more than likely that he
would be received by Ministers as he had been on his previous
visits. The Chinese expressed the hope that he would not be
received, but with no particular emphasis. (Comment: useful
opportunity to pre-warn about the Secretary of State's readiness to see the Dalai Lama, on which you will speak to Ma, once arrangements have been fixed). Hu said that Mr Godman, Chairman of the All Party Parliamentary Group on Tibet, had asked to meet
him but a mutually convenient time had not yet been fixed. If Mr
Godman wanted to visit Tibet, this would be very difficult in
