Daya Bay/Hong Kong Emergency Plans
Objective
To let the Chinese know that the UK shares Hong Kong's concerns at the slow pace and limited nature to date of co-ordination of emergency plans.
Line To Take
Understand fuel loading in May. Time now short. Extremely important that satisfactory cmergency procedures are notified soon.

Points To Make
China will not need reminding in this forum of the importance attached to observation of the Agency's Convention on Early Notification of a Nuclear Accident;
Disappointing to note that efforts at co-ordination of Daya Bay emergency plans so far have been less than satisfactory from HK's point of view;
Understand fuel loading at Daya Bay in May: essential that Hong Kong be given full and immediate information on all standby/plant/on-site and off site incidents at Daya
Bay;
The IAEA Convention makes clear that any information which may (not just will) have a trans-boundary effect has to be notified promptly;
Mutual exchange of observers at nuclear exercises may
be one way to allay concerns.
Background
Fuel loading at Daya Bay is to begin in May 1993. Discussions started in June last year on coordination of the two sides' contingency plans in the event of an emergency at the nuclear plant. Hong Kong authorities
