At JLG XXII, the Chinese side formally indicated

objection to the Hong Kong Government

being authorised to negotiate investment promotion and

protection agreements (IPPAS) with a number of relevant

countries, including Italy, on the basis of an agreed model

text.

A Hong Kong Government delegation, under the

authority of an entrustment from the Government of the

United Kingdom, met with a delegation from the Government

of Italy in December 1992. On 16 December 1992, the heads

of the two delegations initialled an IPPA. The initialled

text is at Annex A.

accordance with the arrangements made at JLG XX, the

British side would like to consult the Chinese side on the

initialled text and would be grateful to receive any views

the Chinese side may have.
