It is important from the outset of a terrorist incident that effective steps are taken to control the release of information to the media to ensure that

The Director of

Information Services (DIS) will therefore ensure that all press releases and statements pertinent to the incident are referred to the CP for operational clearance prior to issue. The DIS will also obtain the co-operation of the media and in consultation with the CP prepare suitable press lines for Government-wide usa. All major policy statements, however, must be approved by the GSC prior to issue.

there is a clear threat to the safety of the public, hostages and members of the security forces. It will be of paramount importance to adhere to the requirements of Security Regulations 310-315 concerning the discussion of classified information and the use of telephones and other communications equipment.
