COMMAND AND CONTROL
16.
Overall responsibility for the handling of terrorist incident affecting Hong Kong lies with the Governor. In making his decisions the Governor is advised
by the GSC.
17.
Overall responsibility for the GSECC rests with the CS, who has delegated his responsibilities to the Sfors. The Sfors will be required to ensure that the GSECC co-ordinates action to be taken by other Government Departments and receives the co-operation of non-Government organisations to assist response measures.
18.
The CP is responsible for all operational matters relating to terrorism as it affects Hong Kong, including the co-ordination of activity in respect of a terrorist incident involving an aircraft in flight. The Director of Civil Aviation (DCA) is responsible for the safety and
control of the aircraft until it has landed and comes to rest at its parking position or when it commences taxying prior to takeoff.
The CP and DCA will maintain close
liaison over matters affecting their respective areas of
responsibility.
19.
In any incident of this nature affecting civil aviation, the DCA will provide specific diractivas to the Airport General Manager (AGM), who will be responsible for
