elsewhere but which may significantly affect Hong Kong (e.g. an aircraft hijacking within the Western Pacific/ South East Asia region) must be communicated by the recipient immediately to the Police Headquarters Command and Control Centre (PHQCCC).

PHQCCC will be responsible for alerting the affected Police Regional Command and Control Centre (PRCCC) and other Senior Police Officers in accordance with the Commissioner of Police's (CP) Order. PHQCCC will also notify the Security Branch Duty Officer (SBDO). The SBDO will be responsible for notifying the Secretary for Security (sfors) (or in his absence a Deputy Secretary) and activating, on the instruations of the stors, the Government Secretariat Emergency Co-ordination centre (GSECC) in accordance with the GSECC Guide.

In the event of a terrorist incident affecting Hong Kong, the sfors, in consultation with the Chief Secretary (CS) may convane a meeting of the Governor's Security Committee (GSC) or selected members of it, This Committee will be the Governor's principal advisory body. It will meet in the Conference ROGM at GSECC or at
Government House. Other officers will be co-opted to the Committee as circumstances require.
9.
The GSC will meet as required and will receive briefings from the CP, the GSECC Controller and others. GSC Secretary will be responsible for notifying members meetings, distributing the minutes and maintaining close liaison with the GSECC Controller.
