Control of Terrorism (Security Branch Circular No. 8/85) and the Standing Instructions оп Hijacking (Security Branch Standing Instructions SCR 13/951/69 of 1988), which are hereby cancalled.

Hong Kong, like any other cosmopolitan city, is not immune to terrorist attack, Both indigenous and international terrorist organisations have, over the years, developed infra-structures within the region capable of sustaining terrorist aggression that threaten Hong Kong.
