I enclose a draft circular (8th draft) entitled 'Response to Terrorism' which it is intended will replace the existing circular/instructions on Terrorism and Hijackings.

The draft contains

contains various proposals that reflect our need to standardise the policy response in line with other contingency measures that the Government Secretariat Emergency Coordination Centre (GSECC) is committed to coordinating.

The main proposals include: combining the existing circular/instructions; simplifying the content by reducing the operational

operational detail, refining the cumbersome command structure by eliminating the Civil Support Group: replacing the 'policy group' with the Governor's Security Committee (GSC), and providing sufficient interpretaticnal lassitude to allow departments to meet their obligations

without a need for additional resources.

whilst we have consulted with the CP and DCA who are generally content with the draft, there are particular issues on which we require specific advice:-

(a) Paras 3. 5 and 21

Legal advica is sought on the provisions contained in these paragraphs, in particular para 5 - the policy statement. This must be consistent with our international obligations.

(b) Para ŝ0

The Political Adviser (PA) and Commander British Forces (CBF) may wish to comment on their allotted roles.

It is envisaged that the PA will be the main point of contact for the FCO and as such will be required to play role in the provision of intelligence which emanates from diplomatic CBP's role is somewhat contentious i.e. military assistance in aid of the civil power. We have, therefore, suggested that any request military assistance be conditional upon the express approval of the Governor or his representative.
