4. I note that an FBI negotiator will be going to Hong Kong a few days before the exercise begins to give assistance to your police negotiator cadre. We should certainly be interested to hear what advice the FBI give in the course of the exercise and how the relationship with the US Consulate General works out.

More generally, given our responsibilities for counter terrorism contingency plans as well as assistance with training of police negotiators etc, we would be ready to consider helping with the revision of your CT contingency plan.
