Thank you for your letter of 26 November about the Hong Kong Government attending the Jakarta Conference in June 1994. principle we have no objection to your Government sending a delegation to the Conference. Indeed we think that the experience will be helpful and you may make useful contacts there.

I should be grateful if you would let me know exactly what your associate membership of ESCAP involves. Does it give you voting rights or the opportunity formally to agree or disagree with anything that comes up? If you are able to vote we should be grateful if you could notify us of resolutions etc so that we can advise you on the line to take. I should add that we can give such advice within a short timescale if necessary. We would also want to see your country report before it is submitted, as it will form part of the UK national report at Peking.
