Your minute to Mr Sheldon of 28 May 1993 refers. FED viewpoint, we have no problem with the general scenario outlined in your minute. There are only two points on which I would offer warning. I think it is important that it is made clear to the Hong Kong members of the UK delegation that they are members of the UK delegation and should not seek to put across a distinct identity of their own which might upset the Chinese. It is also important that no decisions be taken over the future of the wetlands in Hong Kong without the agreement of the Chinese. Taking unilateral decisions over matters affecting Hong Kong has got us into certain difficulties over the past year!
