The Governor wishes to defer a firm decision on the question
of implementation until agreement has been reached with the
Guangdong authorities on a new boundary, and the full extent of
the changes is known. This seems sensible. In the meantime,
they wish to know what our views are on the question of implementation for use in briefing ExCo when they seek the
Council's clearance for instructions for the next round of
talks. We feel that there is a case for considering whether the considerable difficulties involved in pursuing the
implementation of an agreement either with or without the
corresponding legislation, do not actually outweigh the
advantages that may be gained by making early changes to the boundary line. The attached draft telegram therefore proposes that Hong Kong give further consideration to an option identified earlier under which implementation of any agreement would be deferred until after 1997.
