The only realistic defence against an attack of
this sort is to invoke the practical realities:
(a) LegCo and the general public are anxious to
ensure the integrity of the 1995 elections,
making the creation of an independent
Commission impossible to avoid.

If the pre-1997 legislation works effectively,
chances are high that the future SARG will
