THE CASE FOR HKG
5.. HKG's defence against these charges might take the
following lines:
(a) Before 1997, the Governor can claim to be
politically impartial (even more SO than
LegCo's President).
(b) After 1997, the Chief Executive will be a
political participant.
Nevertheless, he will
dependent on LegCo's goodwill, which will
be
be
a strong
incentive for him to cooperate
with its members on election matters.
