BOUNDARIES OF HONG KONG

Problem

1. Hong Kong want our views on how to implement any agreement

with the Guangdong Authorities on amendments to the land border.

Recommendation

2.

That we agree that a further Round of boundaries talks be

held, but propose reconsideration of Hong Kong Government's

preference of seeking to implement any agreement reached through

a Memorandum of Understanding between Hong Kong and Guangdong, leaving the legal position unchanged. I submit a draft telegram

to Hong Kong.

Background

3.

Hong Kong telno 1756 sets out Hong Kong Government's plans for another round of talks with Guangdong authorities on changes to the current Hong Kong/Guangdong boundary. They have also been giving further thought to possible ways in which an agreed

boundary might be implemented, and have asked for our views on

this.
