would not wish the Hong Kong boundaries to change after 1997, for example, we would not wish China to expand the SAR to include Shenzhen, it would seem preferable not to make any changes to the boundaries before 1997. To do so may only encourage the Chinese to regard the boundaries as subject to change, and to make their own unilateral changes subsequently.

If, however, it is considered necessary for political reasons to go along with an understanding with the Guangdong authorities and one has to choose between options two and three, the third (agreed line) option is the better of the two because it avoids the jurisdictional problems. Is there any possibility that the Hong Kong and Guangdong authorities could jointly lobby the PRC Government to make the desired changes after 1997?
