paid for by HKG, and the transfer of valuable land near the town

of Shenzhen (the Chinese have already made it clear that they

would continue to use land which passes to Hong Kong however).

We therefore believe that we should continue to seek to have any

agreement approved by the CPG, either in the JLG or by an

authorisation to the Guangdong Government. As a fallback we

would be able to accept the third Hong Kong option of agreeing

with the Guangdong side that implementation would be delayed

until 1 July 1997, although it is most unlikely that the Chinese

would agree this since it implies that HKG can speak for the

future SARG.
