The Warsaw Convention (text at Annex A) was signed
on 12 October 1929 and entered into force on 13 February
1933. The United Kingdom ratified the Convention on 14
February 1933 and extended it to Hong Kong on 3 December
1934 (reference at Annex B).

The Warsaw Convention governs the liability of air
carriers for injury or death of their passengers, for
damage to Or loss of baggage and cargo, and any losses caused by delays in international carriage of passengers,
baggage and cargo. The main provisions of the Convention
are as follows:
(a) definition of "international carriage" which determines the scope of applicability of the Convention (Article 1);
(b)
unification of the rules concerning the
documents of carriage (i.e. passenger ticket,
luggage ticket and air consignment note) and
the particulars to be embodied in each of
these documents (Articles 3-8);
