The

International Air Services Transit Agreement
("The Agreement", text at Annex A) was concluded on 7
December 1944 and entered into force on 30 January 1945. The UK notified its acceptance of the Agreement on 31 May
1945 and Hong Kong was included in the UK's notification
(reference at Annex B).
2.
The Agreement requires each Contracting State to grant to the other Contracting States the following rights in respect of scheduled international air services:
(a) the right to fly across its territory without
landing; and
(b)
the right to land for non-traffic purposes.
The exercise of these rights should be in accordance with
the provisions of the Convention on International Civil
Aviation, Chicago 1944 (Article 1, Sections 1 and 2).
3.
Each Contracting State may designate the route to
be followed within its territory by any international air
service and the airports which any such service may use
(Article 1, Section 4).
