1. I am writing to you in Rachel Cartland's absence regarding her letter of 11 October 1993.
2. I note that you have considered whether an Order in Council under the Hong Kong Act 1985 would be necessary for the local legislation to be enacted, but have been advised by the Crown Solicitor that it is not. I would be very grateful if you could send me a copy of the Crown Solicitor's advice and the draft legislation, as we would like to satisfy ourselves that the legislation will not have an extraterritorial effect. On the basis of the
information we have received from you to date this seems unlikely, nevertheless we feel it right to check.
