tary basis from farmers' payments and collective sub- silies. The old-age pension system will take many forms and will, in light of the urbanization of the countryside gradually move in line with the old-age pension system in urban areas. Unemployment insur- ance shall not be aimed only at relief. It should be closely linked with promotion of employment. Regis- tration for jobs should go hand in hand with job creation and retraining with a view to increasing la- bour mobility and promoting re-employment. Occu- pational injury insurance should be linked with occu- pational safety and health, the prevention of occupational injuries, medical treatment and rehabil- itation so as to ensure a decent life for injured work- ers and should provide proper compensation for in- jury on the one hand and encourage the enterprises concerned to ensure the safety of production meth- ods and equipment on the other. Medical insurance reform consists of the gradual establishment of med- ical insurance management and of a mechanism whereby medical costs will be shared by all parties concerned, basic medical treatment will be provided, medical and health resources will be used rationally and the irrational growth of medical costs will be brought under control. Such a system combining so- cial security policy with labour policies is of great significance for ensuring an effective social security system, especially for a system which is undergoing reform and development as in China.
We believe that it is worthwhile describing and analysing the conditions in the countries of the world. But what is more important and of greater value is action – a concrete programme of action that will bring about practical results for the vast number of developing countries. It is our belief that the In- ternational Labour Organization should adopt a more positive attitude towards social security, and further intensify activities in that field. For this pur- pose, we would like to put forward the following pro- posals:
The International Labour Organization should, on the basis of the Director-General's Report, work. out a practical and feasible programme of action that is targeted at the most pressing questions fac- ing developing countries and which will benefit the people of these countries.
- It should provide developing countries with tech- nical assistance. intensified training and consul- tancy in social security matters and provide more financial resources which could be used to assess or compute insurance funds and help increase the management efficiency of insurance institutions. Thirdly, it should strengthen dialogue with inter- national organizations, such as the World Bank and the United Nations Development Programme with a view to seeking more funds for social secu- rity.
The Chinese Government is ready to work to- gether with other developing countries to strengthen cooperation and an exchange of information on our experiences and then to share this knowledge with the International Labour Organization.
