Primary Education

Primary education has been free in all government schools and in nearly all aided schools

schools since September 1971. In the few aided primary schools where fees are charged, the fees may be remitted in cases of hardship. As at September 1989, the total primary school enrolment was 536 136. In 1989, 13 new schools were completed, providing 24 000 primary places. All these schools were located in the developing new towns to cater for the needs of their growing population. Most primary schools operate on a bisessional basis, with children attending either a morning or afternoon session. In October 1989, the government announced its intention to convert the

the HKCEE with emphasis on technical and commercial subjects. Qualified candidates can continue their studies in the sixth form or in technical institutes. Prevocational schools offer an alternative form

form of secondary education suited to students with an aptitude for practical and technical subjects.

In 1978, free education was extended to the junior secondary level. The Junior Secondary Education Assessment (JESA) System allocates suitable Secondary 3 leavers to subsidised Secondary
