PART III IMPROVEMENT OF STANDARDS OF LIVING
No specific study of migratory movements has been conducted as Hong Kong is a compact place with a total area of 1 074 Km2. Most internal migration was confined to new towns which are planned as socially integrated entities.

The Town Planning Board and the Land Development Policy Committee are the two bodies mainly responsible for town planning and development in Hong Kong. They are serviced by the Planning Department under the Planning, Environment and Lands Branch of the Government Secretariat. Most parts of Hong Kong's developed areas are covered by statutory plans. Many of
of these statutory plans, mainly for the urban areas, have been revised in recent years to take account of changing territorial and district planning, development requirements and social needs. To meet the population growth, the rising living standard and the government's public housing programme, a new town programme has been actively pursued since early 1970's. Considerable headway has been made in recent years. As the programme will be largely completed by the mid 1990's, more attention is now being
being paid
paid to the upgrading and redevelopment of the Metropolitan Area around the harbour. With the aim to provide a better organised, more efficient and more desirable place for the majority of the population to live and work, in conjunction with the urban renewal and redevelopment schemes, new reclamations are planned at Hung Hom, Western Kowloon, Central and Wan Chai, Green Island, etc. so as to reduce the density of the heavily congested old urban areas. For the next decade, the construction of the new airport and the planned provision of new development areas in North Lantau will provide further opportunities for economic development. A healthy and growing economy is essential to improve the quality of life of the people of Hong Kong.

To some extent, the Buildings Ordinance and its subsidiary legislation provide control of the densities of population by limiting the size of buildings. This control is supplemented by the use of restrictive lease conditions.
