Staff of the Labour Department have easy access to the department's central library with than 15,000 volumes of books and varicus kinds of periodicals on labour administration and related subjects.

With regard to financial resources, funds are allocated from the General Revenue of the Hong Kong Government to the Labour Department, the Registry cf Trade Unicns, the Technical Education and Industrial Training Department and the Vocational Training Council for their operation. For the financial year ending 31 March 1990, HK$202.8 million was allocated to the Labour Department; HK$3.79 million to the Registry of Trade Unions, and HK$604.4 million to the Technical Education and Industrial Training Department and the Vocational Training Council The Clothing Industry Training Authority and the "Construction Industry - Training Authority are financed by a training levy. The levy for the former is based on the export value of clothing items and amounted to HK$23 million for 1989 and that for the latter is based on the value of construction works and amounted to HK$76.6 million for 1989. The principal sources of income for the Hong Kong Productivity Council are subvention from government funds and fees earned from services rendered. For the financial year ending 31 March 1990, government subvention amounted to HK$95.8 million and income from fees totalled HK$58.7 million.

The
labour Administration system in Hong Kong is generally in line with the provisions of the convention. The Labour Department, being the main public authority in the system, is responsible for the execution and the co-ordination of the principal labour administration services. Cupies of the departmental annual report are forwarded to the ILO when it is published.
QUESTION V
Pacific Office
Hong Kong has maintained close relationship with the Asian and Regional Centre for Labour Administration (ARPLA) and the ILO Regional for Asia and the Pacific (ROAP) in the field of technical co-operation. During the reporting period, the Labour Department participated in 18 training programmes organised by international or regional organisations on various areas of labour administration for which ILO was the executing agency. Participants of these training programmes all found their experience to be of immense value to their career development and to the improvement of their knowledge in labour administration. Lectures given by experts and visits made during these programmes enabled participants to gain insight int; problems related
their work and to appraise critically the strengths and weaknesses of their own systems.
