The Construction Industry Training Authority and the Clothing Industry Training Authority
statutory organisations established in 1975. These authorities are empowered to impose a levy on the respective industries, based on the value of construction contracts and of clothing articles manufactured in and exported from Hong Kong, for the setting up and running of training centres to provide facilities for training semi-skilled and skilled labour in their respective industries.
(e) The Vocational Training Council
a statutory and tripartite organisation established under the Vocational Training Council Ordinance in February 1982 to replace the former non-statutory Hong Kong Training Council. It advises the Governor on the measures required to ensure a comprehensive system of technical education and industrial training suited to the developing needs of Hong Kong. With the administrative support provided by the Technical Education and Industrial Training Department, it institutes, develops and operates vocational training schemes to maintain and improve manpower training for Hong Kong's industry, commerce,, and services. It is also responsible for the establishment, operation and maintenance of technical institutes
industrial training centres.
On the council's recommendation, 20 training boards covering the major economic sectors and seven general committees dealing with specific aspects of vocational training have been established.

The Labour Advisory Board is a tripartite consultative body with advisory functions on labour matters, including legislation and international labour standards. It is chaired by the Commissioner for Labour or his deputy and its members comprise six employers' representatives and six employees'
representatives, appointed by the Governor. Five employers' representatives are nominated by the five major employers' associations and five employees' representatives are elected by registered workers' unions. The other two members are appointed ad personam.

In Hong Kong, terms and conditions of employment are largely determined by direct negotiations between employers and employees. The government only intervenes where the standards agreed fall below those prescribed by statute.
The Employment Ordinance provides for the regulation of the general conditions of employment of all employees. These include, inter alia, paid holidays, paid annual leave, sickness allowance, maternity leave, severance payment and long service payment. Section 70 of the ordinance stipulates that any term of a contract of employment which purports to extinguish or reduce any right, benefit or protection conferred upon the employee by the ordinance shall be void.
