The Ventilation (Urban Council) By-laws made under the Public Health and Municipal Services Ordinance control natural lighting and ventilation to any building including workplaces, shops, offices in the Urban Council area.

(e) The Offensive Trades (Regional Council) By-laws and Offensive Trades (Urban Council) By-laws made under the Public Health and Municipal Services Ordinance," Chapter 132, require certain trades declared in the gazette to be controlled under a licence. These are trades which cause offensive or noxious effluvia or dust or are otherwise of harmful nature. The conditions of the grant of licence include, among other things, the methods to be used for the control or disposal of any noxious or injurious vapours, dust or effluent and the means of ventilation provided.

The Air Pollution Control Ordinance, Chapter 311, administered by the, Environmental Protection Department, aims to abate, prohibit and control pollution of the atmosphere. Although the ordinance does not refer specifically to workshop environment, its practical application will bring about an elimination or reduction of emissions of air pollutants and will improve the working environment. In addition, the Environmental Protection Department provides, upon request, technical advice to the Regional Council and the Urban Council on ways to abate offensive or noxious emissions from factories and on the type of pollution control equipment to be installed.

New laws will be enacted as circumstances permit whenever health hazards in the working environment are identified and ascertained.

Article 5

The

establishment and operation of the Labour Advisory Board and its committees fulfil the obligation for consultation under this article.
