Prevention of Accidents (Ceafarers) Convention, 1970 (No. 134) (Articles + and 7)

Convention No. 134 has not been ratified by the United Kingdom the United Kingdom Merchant Shipping (Code of Safe Working Practices) Regulations 1980 and Merchant Shipping (Safety Officials and Reporting of Accidents and Dangerous Occurrences) Regulations 1982 contain provisions similar to those of the convention. These regulations require the appointment of safety officers and compliance with the code. The code has been translated into Chinese and steps are being taken to introduce similar regulations in Hong Kong. Until the regulations have been enacted, the following modification in respect of
of Article 2(a) of Convention No. 147 is necessary :

provisions on the prevention of occupational accidents to seafarers which are substantially equivalent to the provisions of the Prevention of Accidents (Seafarers) Convention, 1970 (No. 134)."
With regard to the Committee of Experts' request for information on the enactment of the proposed Merchant Shipping (Seafarers) (Code of Safe Working Practices) Regulations and Merchant
and Merchant Shipping (Seafarers) (Safety Officials and Reporting of Accidents and Dangerous Occurrences) Regulations, the Hong Kong Government would like to report that these regulations are expected to be enacted in 1992. Copies of these regulations will be supplied to the ILO when they are enacted.
Accommodation of Crews Convention (Revised), 1949 (No. 92)
Convention No. 92 has been ratified by the United Kingdom and is applied with modification to Hong Kong. The Merchant Shipping (Amendment) Ordinance 1982 provides for
for the adoption of the United Kingdom Merchant Shipping (Crew Accommodation) Regulations. 1978 in Hong Kong. The last report on the application of this convention was submitted in 1988.
Food and Catering (Ships' Crews) Convention, 1946 (No. 68) (Article 5)
Convention No. 68 has been ratified by the United Kingdom but is not applied to Hong Kong. However, section 25 of the United Kingdom Merchant Shipping Act 1906 which governs provisions for the crew has been extended to Hong Kong. Furthermore, where food is to be supplied to crew, a Scale

Officers' Competency Certificates Convention, 1936 (No. 53) (Articles 3 and
4)
Convention No. 53 has not been ratified by the United Kingdom and is not applied to Hong Kong. However, the Hong Kong Merchant Shipping (Certification of Officers) Regulations and the Merchant Shipping (Certification and Watchkeeping) Regulations contain provisions similar to those of this convention.
