Safety standards are laid down in the Merchant Shipping (Safety) Ordinance, the Merchant Shipping Ordinance and subsidiary regulations.

The Merchant Chipping (Certification of Officers) Regulations

issue issue of provide for the general standards and conditions for the certificates of competency and the scale of manning of ships registered in Hong Kong by certificated officers.

Standards of competency are maintained by the following pieces of legislation :-

Regulations; and

(g) Merchant Shipping (Certificates of Proficiency in Survival,

Craft) Rules.

Telecommunication Ordinance and Regulations covering the training, examinations and certification of Radio Officers.

Also, to enhance the standards of competence the following approved courses for officers and ratings are organised :-

(i) Pre-sea Cadets (Deck & Engine) and Ratings training,

(ii) Basic Sea-survival,

(iii) Fire Fighting (2-day & 4-day),

(iv) Efficient Deck Hand,

(v) Petroleum Tanker Familiarisation,

(vi) Navigational Watch Ratings,
