Under regulation 2 of the Merchant Shipping (Certification of Officers) Regulations made under the Merchant Shipping Ordinance, Chapter 281, a "sea-going ship" is defined as a "foreign-going ship engaged on voyages not confined to river trade limits". "River trade limits" is defined under section 2 of the Merchant Shipping Ordinance as "the waters
