Regulation 3, referred to in the
to in the answer to Article 1, provides that the Regulations shall not apply to any ship registered in Hong Kong before their coming into force until such ship undergoes a major overhaul or any alteration or addition which involves an alteration in the tonnage measurement.
Existing ships transferring to the Hong Kong register since the date of coming into operation of the Regulations are subject to the Regulations and are brought up to standard at the time of re-registry. There are a few exceptions to this where British ships have been transferred to the Hong Kong register without visiting Hong Kong, and it is possible that some of these ships were exempted from the United Kingdom Regulations by virtue of having been on British register before the United Kingdom regulations came into force.

No decision involving questions of principle relating to the application of this convention has been given by any court.
QUESTION IV
This convention is applied mainly by advice and so far, prosecution has not been found necessary. There appears to be general' satisfaction with the provisions of the United Kingdom Merchant Shipping (Crew Accommodation) Regulations and their application. The prescribed high standards for accommodation are well-received by crews.
