The application
of the legislation and administration of the regulations is
is entrusted to the Shipping Division of the Marine Department which is staffed by professional surveyors of a standard comparable with those of the

The accommodation is inspected and measured" and the various installations are tested by these surveyors who refer to their superiors if any exemption is required. On completion, the surveyor is required to certify compliance with the regulations and any conditions of exemption. The process of registry or re-registry cannot be completed without this certificate. The surveyor may certify to the Registrar that the crew spaces do not comply with the requirements of the regulations and that the crew space deduction should be disallowed.

This Convention is applied mainly by advice and so far, prosecution has not been found necessary. The procedure is that plans are submitted to the Director of Marine in accordance with
with regulation 5 of the United Kingdom Merchant Shipping (Crew Accommodation) Regulations for modification. The
