The next steps towards securing the 1997 Annual Meetings for Hong

Kong very probably involve the UK taking on a small contingent

ground 73.5m liability (probably about £200,000)- which would need to be

reported to Parliament.

Recommendation

We continue to

press ahead with negotiations with the Fund

and Bank on the meetings, seeking to avoid this liability and the

Parliamentary stage if we can but recognising that we are unlikely

to be successful.
