Dear David,
Thank you for your letter of 9 November.
On visas,
are content with the revised formulation
in the last two sentences of the Chinese letter.
On the visa issuing authority, we too consider that it should be the HKG now and HKSARG after 1997. As we suggested before, we prefer to delete the references to the issuing authority altogether. We can argue that the assurances on VASGE CFO aliudy doÿuubuży yiven in ubler parts of the letters. We agree to the specific amendments as suggested in para. 5 of your letter.

On the Chinese suggested amendment stating that the UK and PRC Governments delegate responsibility to the HKG through URMA for provision of services and facilitics, we agree with you that it is unnecessary and may cast doubt on HKG's autonomy. We therefore prefer to retain the Bank/Fund' original formulation. If that fails, the fallback would be to recast the sentence as follows
-
"The Organizations note that the decisions by the Governments that the Hong Kong Monetary Authority shall be delegated the responsibility for the provision of services and facilities for the Meetings as set forth
