THE PROBLEM

A decision is required on whether a formal application should be made for the hosting of the 1997 Annual Meetings of the Boards of Governors of the World Bank Group and the International Monetary Fund (IMF) in Hong Kong.

RECOMMENDATION AND ADVICE SOUGHT

It is recommended that approval should be given for a formal application to be made for the 1997 World Bank/IMF Annual Meetings to be held in Hong Kong, subject to the Finance Committee's acceptance of the financial commitments.

Members will be asked to advise whether this recommendation should be approved.

BACKGROUND AND ARGUMENT

The 1997 Annual Meetings of the Bank/Fund are scheduled to be held in late September 1997. Initial informal soundings in the Bank/ Fund indicated that Hong Kong was generally seen as a suitable locality within the Asia region for the 1997 Annual Meetings. Hong Kong itself is not a member of the Bank or the Fund but it participates in their activities as a dependent territory of the United Kingdom and, after 1997, as a Special Administrative Region of China.
