IMF AND WORLD BANK: 1997 ANNUAL MEETINGS IN HONG KONG
Issue
Situation report on proposal that 1997 annual Meetings of IMF and World Bank should be held in Hong Kong. World Bank and IMF suggestion that UK and China assurances that as the members of the institution they stand behind Hong Kong's financial commitments in respect of the Annual Meetings could cause difficulties. Otherwise proposal on track for agreement this Autumn.

NO action required now. As UK Governor of the IMF and (by then) the World Bank, you will need to write, in parallel with the Chinese Governor and Hong Kong authorities, with A formal invitation to the institutions, probably in September or October.

3. A background note is attached The proposal that the 1997 Annual Meetings should be held in Hong Kong was approved by Treasury and FCO Ministers, after an original suggestion by the UK IMF and World Bank Director, in 1991.
