AUTHORITY

This Memorandum shall be cried out, and all action deemed necessary in connecuen therewith, shall be taken by the HKMA for the Hong Kong Government and by the Secretaries of the Bank and the Fund for the Organizations, or their respective designees.

CONSIDERATION OF TIME AND ECONOMY

The Organizations and the HKMA will cooperate to ensure that notice of any chang proposed to this Memorandum will be given as early as practicable and that best efforts shall be made to minimize the costs of the Meetings and to facilitate the smooth functioning of the Meetings and the preparation for them in a collaborative spirit.
