TALKING POINTS

1.

The International Bank for Reconstruction and Development (the Bank)

and the International Monetary Fund (the Fund) refer to the discussious

regarding the assurances to be given concerning the necessary commitments

for holding in Hong Kong the 1997 Joint Annual Meetings of the Boards of

Governors of the Bank and the Fund.

2.

In this context, the Bank and the Fund wish to bring to the attention

of the authorities of the United Kingdom (U.K.) and of the People's Republic

of China (P.R.C.) the following points:

It is

(a) That Hong Kong is not a member of the Bank or the Fund.

only a territory of the member: 1.e., a dependency of the U.K. for the

period ending on June 30, 1997; and a special but constituent region of the

P.R.C. for the period commencing on July 1, 1997.

(b)

That, pursuant to the Joint U.K./P.R.C. Declaration of 19 December

1984, during the "transitional period", between the date of entry into force

of the said Joint Declaration and 30 June 1997, the Government of the U.K.

is the responsible sovereign authority for the administration of Hong Kong;

with the P.R.C. resuming such sovereignty only from 1 July 1997.
