MEETINGS

We would be interested in your views and those of UKRep JLG and Peking on the Chinese suggestion that the question of letters of invitation might be sorted out through JLG channels.

2.

Our initial view is that this would be unlikely to be a recipe for a quick solution, and might lead the Chinese to make more of a meal of the political/sovereignty aspects than would be the case if the issue was kept on a technical financial channel. Is this something that could be pursued through the Confidential Financial Dialogue? In view of Zhang's imminent departure from Washington a response deskby 010900Z would be helpful.

We will reply separately on the question of an endorsement as against a guarantee once we have obtained legal advice.
