HONG KONG: IMF/IBRD 1997 ANNUAL MEETINGS

Problem

UKDEL IMF/IBRD Washington have sought our comments on a

proposed package of procedural arrangements for the 1997 IMF/IBRD Annual Meetings.

Recommendation

2. I recommend that we instruct UKDEL to advise the IMF/IBRD

that we can accept the proposed package. Hong Kong are content. I submit a draft telegram. The Treasury are submitting to their Ministers on the issue of contingent liability. It would be useful if PS/Mr Goodlad could return the draft telegram to us after approval; we can then despatch once the Treasury are

content.

Background

3. The Annual Meetings of the IMF/IBRD are held outside their

Washington headquarters once every three years. The 1994 Meetings will be held in Madrid and the 1997 Meetings are expected to be in Asia. In 1991 Treasury and FCO Ministers

approved in principle the proposal that we should bid for Hong Kong in 1997. The Chancellor commented last month that holding

the meetings in Hong Kong is a good idea. The aim would be to

get the world's financiers to Hong Kong three months after the

transfer of sovereignty, in a way which would underline Hong Kong's continuing autonomy and economic credentials.
