6. One further point which I ought to mention is that our lawyers remain concerned that the MOU to be signed by the UK and the PRC covers a number of matters falling within Hong Kong's autonomy. They still consider that it would be far preferable for there to be only one MOU and that this should be signed by the HKG alone. We realise that it may not be possible to negotiate this with the institutions but wonder whether you have obtained advice from the International Law Division on the possible impact on Hong Kong's autonomy of proceeding on the basis of the documents as currently drafted (including your proposed amendments).
