I spoke briefly with Robert Powell of UKDEL Washington yesterday, about Hong Kong's Telno 116 (attached with other relevant telegrams for ease of reference).

2. The Chinese have basically accepted our two suggestions that the HKSAR Chief Executive should make a welcoming speech at the opening ceremony, and that the HKSAR should host a reception. Ι therefore suggest that we endorse Hong Kong's proposed line and ask UKDEL to take action as necessary in Washington. I attach a

(short!) draft response, and I should be grateful for your comments and clearance and those of copy recipients.
