2. The Montreal Protocol (1987) as amended by the London

Amendment (1990) was reviewed by the Protocol Parties. Agreement

was reached to tighten controls on CFCs (CFCs 11,12,113,114,115 -

used in refrigeration and airconditioning, as solvents and in

medical aerosols), fully halogenated CFCs (CFCs 13 - a

specialised low temperature refrigerant, and CFCs 111, 112, 211,

213, 214, 215, 216, 217 - which are little used), carbon

terachloride (used in the manufacture of rubberised paints,

pharmaceuticals and pesticides), 1,1,1 trichloroethane (a widely

used solvent in metal degreasing, some electronics and general

engineering applications). Controls were introduced for HCFCs

(used as a temporary replacement for CFCs) and methyl bromide

(used as a fumigant).

3. The controls are summarised below. A copy of the full

report containing the decisions follows by bag, together with

a summary of the agreements reached.

4. Adjustments and Amendments

(A) Agreement was reached to tighten the controls on CFCs, carbon

tetrachloride and 1,1,1 trichloroethane (methyl chloroform) by bringing forward their phase out to 1 January 1996, with a 50 per cent interim cut for methyl chloroform and 75 per cent cut for

the others by 1 January 1994. Halons are to be phased out by 1

January 1994.

(B) Controls

introduced for HCFCs and methyl bromide

substances not previously covered by the Protocol. There is to

be a freeze on production and consumption of methyl bromide at

1991 levels from 1 January 1995. The new controls on HCFCs are

as follows: freeze on consumption from 1996 based on 3.1 per

cent
