The new phase out schedules include provision for

continued production of CFCs, halons, carbon tetrachloride and

1,1,1 trichloroethane, for a limited number of essential uses

after phase out. Details are contained in Decision IV/25 and

to Anguilla.

Implications for Dependent Territories

8. If you decide to ratify the amendments there will be some

cost implications as it will be necessary to introduce

enabling legislation to implement the amendments. In addition

there may also be costs for industry in finding alternatives

for the newly controlled substances and in replacing or

modifying equipment to use the alternatives.

Countries that do not ratify the amendment will be

treated as States not party to the Protocol for the newly

controlled substances. They will fall under the trade

controls; for example imports and exports of the newly

controlled substances from Parties to countries that have not

ratified the amendment will be prohibited. This will clearly

have cost implications for industries in those countries.
