Regulation. (The Danes are likely to schedule early discussions of this, as evidenced by putting it onto the Council agenda.) A discussion in the 113 Committee might be a useful option to keep up our sleeves if we fail to convince the other Member States, since there is obviously a problem if the EC adopts a different interpretation of a trade issue than the US and Japan. But I suggest that we have not yet reached the point where such a discussion would be useful.
