CLIMATE CHANGE CONVENTION: DEPENDENT TERRITORIES
1. On 9 July Roger Bone wrote to you about a number of environmental issues. Several of you have expressed a desire for more information about the Climate Change Convention.
INVENTORIES
2. Many Dependent Territories are still uncertain about the precise details of what will be involved in producing inventories of the emissions and programmes for controlling them, and whether you will have the resources and expertise to do this. I hope that the following information and enclosures, especially on the compilation of inventories, will
be useful.

We would like inventories to be compiled on a consistent basis. This will enable us to compile a composite inventory. The UK will be submitting its inventory in the format which was recommended by the Inter-governmental Committee Meeting on Climate Change. I enclose the table which was agreed at that meeting as a basis for international work.

The compilation of inventories is a complex issue, although there is a need for consistency, and standard methodologies have been developed. This include in many cases indicators for the amounts of gas coming from particular sources. I enclose a copy of the UK's National Atmospheric Emissions Inventory. This is a comprehensive scientific document which may assist consultants or others assisting in compiling this information.
