Thank you for copying to me Maureen Siu's letter to you of 1 July. I too would prefer that we extend the protocol to Hong Kong in advance of other Dependant Territories. We have recently obtained Chinese approval to this protocol continuing to apply to Hong Kong after 1997 after badgering them for some time. If we do not move relatively swiftly to extending the Protocol to Hong Kong it could damage our credibility when we claim that other conventions are urgent.
