Thank you for your letter of 15 September 1993 clarifying our position regarding the Convention on Climate Change and Biodiversity. I apologise for not being able to give you a reply before 10 October 1993.
We are still studying our capabilities in meeting the ODLigations of the two Conventions. This will not be completed before early next year
in respect of the Convention on
Biodiversity.
As regards the Convention on Climate Change, our very crude estimate is that we may be able to return to our 1990 emission level by 2000. But we still need to check whether the methodology we
have used is in line with the UK one. Besides, we expect an increasing emission trend after 2000, which means that we cannot keep the level at the 1990 one after
2000. In this connection, I note that the Convention makes no reference to specific targets beyond 2000. I should be grateful for your advice as to what target we should assume beyond 2000 as this would affect our capabilities in meeting the obligations.
In view of the above, I am afraid that I cannot say at this stage whether we can be included in your ratification of the Conventions.
