MONTREAL PROTOCOL ON SUBSTANCES THAT DEPLETE THE OZONE LAYER
1. I attach a draft letter to UKRep Brussels summarising the recent discussions on the application of the Montreal Protocol to Taiwan. We propose they approach the Commission, drawing on the attached draft speaking note, to seek agreement to the interpretation of Article 4 of the Protocol and to encourage them to use the wording "State not party" when drafting the Regulation to cover halons and methyl bromide. Copies of recent
correspondence on the Commission's current work plans is
attached.
