UN Agencies
Despite Western suspension of non-humanitarian aid, EC should encourage UN agencies to pursue carefully targetted non-political projects designed to benefit Burmese people, in line with recent EC resolution on human rights, democracy and development.
Important that UN agencies working in Burma insist on sufficient autonomy from SLORC to ensure projects directly benefit target groups.
Very concerned that while UN agencies try to alleviate suffering of Burmese population, SLORC spend large amounts on arms. EC have imposed arms embargo. Hope all countries will exert pressure to end arms sales to Burma.

Trade Sanctions
Have considered trade sanctions. Burma's trade with West is minimal. Do not believe they would be effective without international support and even then difficult to enforce along Burma's poorly patrolled borders.
